Israel offers one of the best pools of skilled technology/programming labor in the world. It has the highest number of scientists and engineers per-capita on the globe (by almost a 2-to-1 margin over the US and Japan, which are the closest). Civilian R&D expenditure as a percentage of GDP is the highest in the world (approx. 4.7%). Israel has highly educated workforce due to the world class universities and research centers (Weizmann Institute, Technion, Hebrew University, etc.). Strong emphasis on defense related technology development. The military provides some of the best R&D training in the world in areas such as software development, applied mathematics, and computer science. Aggressive government R&D subsidies and tax incentives has led to a favorable tax environment for technology-driven companies. Over 1 million immigrants from the former Soviet Union in the last 15 years, have added new strength to an already highly skilled pool of technologists and mathematicians. A wide range of native language skills, where English is considered almost a second language to Russian, German, and French, which are also commonly found.
